Purpose of the loan

As of April 30, 2026, the appraised market value of the entire property complex is 120,000 EUR. The project owner plans to allocate 42,000 EUR of their own funds to the project.

The land parcel’s unique No. is 4400-0128-4300, cadastral No. 7868/0012:179 in the Telšiai City Cadastral District. Primary intended use: other; type of use: residential area; nature of use: construction of low-rise residential buildings. The total area of the plot is 1,500 square meters, of which 1,000 square meters are registered as built-up area, and 500 square meters are agricultural land, meadows, and natural pastures. The lot was established through cadastral surveying.
The main building of the complex is a residential house, unique No. 7899-2009-6017, marked 1A1p on the plan. Construction of the house began in 1992; the year of completion listed in the registry is 2017; the building category is “non-special”; the registered completion rate is 100 percent. The building is classified as a single-family or two-family dwelling, with its primary use designated as a single-family residence. The total building area is 292.08 square meters, the usable area is 145.44 square meters, the living area is 94.64 square meters; an additional 19.00 square meters of commercial space is listed in the registry, and the area of the basements/semi-basements totals 146.64 square meters. The house is registered as having 6 rooms. The building’s volume is 1,246 cubic meters, and the built-up area is 224 square meters. Structurally, the house is brick-built: concrete foundations, brick walls, reinforced concrete floors, a pitched roof with metal roofing.
The residential house is equipped with a local central heating system that uses solid fuel. According to the most recent property registry extract, water supply and sewage disposal are provided by municipal utilities; electricity is connected, but there is no natural gas. The windows have plastic frames with double-pane glass; the entry and interior doors are wooden. The entire complex constitutes a single property, and the values of its individual parts are distinguished only conditionally. On April 30, 2026, the total market value of the property was determined to be 120,000 EUR, of which 90,000 EUR was provisionally attributed to the residential house, EUR 20,000 to the land parcel, and EUR 10,000 to the farm building with residential quarters. The report used the comparative method; similar residential house transactions were identified in the market, and the adjusted price of the comparable properties ranged from 381 to 442 EUR/sq. m, with an average of 412 EUR/sq m. This confirms that there is a genuine buyer’s market for this type of property in the Telšiai market.
The best and most economically rational use of the property is to maintain its current residential use. Its current use as a single-family home represents the maximum and best use of the property, and changing to an alternative use is not economically viable. Considering the 1,500-square-meter lot, the large floor area of the main building, the six-room layout, the basement, the attic, and the additional outbuilding, the property is practically best suited for spacious living by a single-family household or a multigenerational family, while also utilizing the additional spaces for storage, workshops, household purposes, or other auxiliary activities.
